Ένα νέο «αφήγημα» για την κοινή Ευρωπαϊκή ταυτότητα στον σημερινό παγκοσμιοποιημένο κόσμο, αναζητά η Ευρωπαϊκή Ένωση, στο πλαίσιο του σχεδιασμού των μελλοντικών της πολιτικών. Ένα αφήγημα το οποίο θα αξιοποιεί το ευρύ πολιτισμικό απόθεμα των χωρών – μελών της ΕΕ, προτάσσοντάς το ταυτόχρονα ως βασικό πυλώνα χάραξης πολιτικής της Στρατηγικής Ευρώπη 2020: Το ευρωπαϊκό όραμα για μια «έξυπνη, διατηρήσιμη, χωρίς αποκλεισμούς ανάπτυξη». Πρόκειται για ένα σύνολο πολιτικών το οποίο προωθεί ένα νέο μοντέλο ανάκαμψης, που επιδιώκει το συνδυασμό ανταγωνιστικότητας και αποτελεσματικότητας με την κοινωνική συναίσθηση, την αλληλεγγύη και τη δικαιοσύνη.

Η ανάγκη της πρόταξης της πολιτιστικής κληρονομιάς στις δημόσιες πολιτικές για τη βιώσιμη ανάπτυξη καθίσταται επιτακτική για μια σειρά από πρόσθετους λόγους. Καταρχήν, η Ευρώπη μπορεί και οφείλει να αξιοποιήσει το πολιτισμικό της απόθεμα, προκειμένου να ξαναπλάσει και να συνδιαμορφώσει περαιτέρω τις πολιτιστικές αξίες της και να ενισχύσει την κοινωνική συνοχή σε μια εποχή εντάσεων και μετασχηματισμών, κατά την οποία αναπτύσσονται ποικίλες φυγόκεντρες και οπισθοδρομικές τάσεις. Δεύτερον, η πολιτιστική κληρονομιά αντιμετωπίζει σήμερα πρόσθετες περιβαλλοντικές και κοινωνικές επιβαρύνσεις σε σχέση με το παρελθόν (π.χ. επιπτώσεις από την κλιματική αλλαγή).

Τέλος, αποτελεί κοινή παραδοχή μεταξύ των ειδικών ότι οι συνθήκες οικονομικής κρίσης, που επικρατούν σήμερα σε ορισμένα κράτη μέλη της ΕΕ, καθώς και η δημοσιονομική λιτότητα, μπορεί να έχουν σοβαρές επιπτώσεις στους τομείς της προστασίας της πολιτιστικής κληρονομιάς. Τούτη είναι μια δαπανηρή υπόθεση, η έλλειψη και η απώλεια όμως της πολιτιστικής κληρονομιάς, ενδεχομένως να κοστίσουν στην Ευρώπη ακόμη περισσότερο.

Με βάση τα παραπάνω, καθώς και το γεγονός ότι η πολιτιστική κληρονομιά δεν λογίζεται απλώς ως ένα πολύτιμο απόθεμα που διαφυλάττουμε και συντηρούμε, αλλά ως ένα σύνολο πόρων που αναδεικνύουμε και αξιοποιούμε, καθώς και ως κινητήριος δύναμη για την ενεργό συμμετοχή των πολιτών, η Ελληνική Προεδρία διοργανώνει  στην Αθήνα, στις 6 - 8 Μαρτίου το συνέδριο «Η Πολιτιστική Κληρονομιά στο Προσκήνιο! Προς μια Κοινή Προσέγγιση για μια Βιώσιμη Ευρώπη». Το Συνέδριο πραγματοποιείται στο Βυζαντινό και Χριστιανικό Μουσείο. Σε αυτό συμμετέχουν εκπρόσωποι ευρωπαϊκών θεσμών, εκπαιδευτικών ιδρυμάτων, του επιχειρηματικού κόσμου, αλλά και της Κοινωνίας των Πολιτών.

Foleshill 396 is located in Foleshill Coventry and is owned and managed by Midland Heart.

The project is self funded and provides free confidential, impartial information and advice on Education, Employment, Training and Welfare Benefits.
Foleshill 396 is also a placement provider for the Job centre plus prime contractor and offers volunteering opportunities to Midland Heart customers and the local community. The project is involved in delivering IT, Citizenship, ESOL and STEPS personal development courses.

The project is matrix accredited which is the quality mark for advice and guidance and has recently become an NOCN (National Open College Network)recognised centre, which means that it will be able to design and deliver NOCN accredited courses.

Surinder’s story

Surinder was referred to Foleshill 396 through the Probation Service and after his initial assessment it was decided that we would create a CV and search for factory/warehouse positions and refer him to the Princes Trust as he had a good business idea and bags of enthusiasm. Our team provided a reference for him and also held brainstorming and motivational sessions with him to develop his car valeting business. He has now secured funding and we are supporting him by working with his Offender Manager and Probation Communications Officer to promote his business amongst Probation Staff by holding a 'Discount Car Valet and Wash Day' at Coventry Probation Headquarters. We also hope to organise a similar event at Foleshill 396 to generate publicity and support Surinder to build up a client base.
